99 steering tilt problem

99 steering tilt problem

It's a 99 expedition (as far as I can tell it's the same steering column as my 99 f150). The tilt lever doesn't do anything. Steering wheel is stuck in the down position. Does anyone know if this is something easy to work on? It's a vehicle our son wants to buy but he can't get in the seat with the wheel lowered (he's a big boy, 6'5 320lbs). Even If we could get it raised and locked there that would be sufficient.
Any info &/or input appreciated.

PS; yes the lever moves

But the tilt lever doesn't enable the steering wheel to actually tilt.

Mine takes a pretty hard tug to get it to release. I thought it was stuck also until I figured this out- not wanting to break anything at first.

The lever moves ok

But the locking mechanism doesn't disengage when the lever is pulled back. Kind of like the linkage is broken between the lever & the locking pin (I'm guessing it's a pin).
