Engine mount concern

Hi everyone. When i was under the 1997 f250 HD. 5.8l i noticed this. On both sides there is a large gap between the threads and nuts. I didn't try to tighten them or anything. Is something missing or do i just need to tighten them down or leave them be?

If you can get the nuts to turn, I'd back them all the way off and clean the threads with a wire-brush and then spray them down with something like PB Blaster as mentioned. I think just trying to send those nuts home with all that rust on the threads will just result in broken stuff.
