First off I wouldn't tow with C rated tires, with your truck I would use "at least" a D rated depending on how big of a 5th wheel you get. The trailer you get will have a spec plate on it up front, the pin weight is usually about 20% of the total trailer weight.

I have heard that a bumper pull trailer figures about 10% tongue weight, so a 5th wheel set up is 20%? Then how are 5th wheel hitches rated and do you buy them for gross weight of trailer or pin weight?

You buy them for gross trailer weight plus at least 4K IMO, I pull a 16K trailer and have a 20K hitch, there's a lot of stress back there.
Yea don't go cheap on the hitch, I did a lot of looking and finally found the hitch I wanted. It is overkill for my setup but overkill is good, never have to worry about .....geee, do I have enough truck and is my hitch up to the task.

When the Explorer was introduced (1991), they came with "D" rated tires.
But after it began to sell like hotcakes, to make a few extra bucks, the IDIOTS at FoMoCo installed "C" rated Firestone tires, then underinflated them to give a cushier ride.
Guess what happened next?
A contributing factor: The Firestone tires were defective.
