I think I know what you're experiencing, try to get the inner workings inside the handle lubed and lube the releases out on the ends. It fixed my old truck.
When I installed a pop-n-lock on my 2011, I seem to remember plastic clips inside the tailgate that could be adjusted to make the handle react quicker. I think that I even adjusted mine as I put it back together to make it work better. That's a few years back though. Easy enough to get inside the tailgate and have a look.

Thanks, that was great advice. I lubed the end latches and it works like new again. Last time I tore into the inner workings to adjust linkages. All it needed was a little lithium grease.
