When it's cold, the starter will drain my battery before I can even get it started. When it cranks, I can hear it firing, almost like a really slow, rough idle that never takes off on its own.
Does the choke work? I assume you know that on carbureted vehicles, the throttle needs depressed once or twice to squirt some fuel in the carb after a day or more of sitting.

I'm with Orangeford..... squirt some gasoline in the carb, and hit that key!
You may need to adjust that automatic choke a bit.
On a cold morning, loosen the 3 screws for the choke, and turn it completely closed (clockwise).
Then open it (counter clockwise) just until that butterfly/flap startts to open

The choke is somewhat open when it's cold, and I can push it pretty far closed. I also do pump the pedal once or twice hard before I start it but it does nothing.

Absolutely! I'm still waiting on the heads and tranny for it. Was supposed to be done last week but something came up with my 77 so me and the mechanic didn't get to it.
If she lasts that long. The starter locked up today and just clunked, and was gonna get towed if I didn't move it, so I used my 460 to tow her to a parking place. It destroyed my 27,000 lbs towing rope which is ridiculous.
My 460 Carb is tuned up and I stole a battery from my IDI and it started right up. It just likes to stall at idle now and when I put it from idle to drive especially.

I've got a '76 F-250 with a 460 which did the same thing. The problem was the choke. I never could get it to close completely when cold and open completely when hot. Since I know how to operate a choke, I switched to a manual choke. It now works perfectly and starts perfectly also.
