Aerostar litter container?

I just came across this on eBay and never seen one before. Does anybody know where this would go? There is basically zero information online about these. My only thought is maybe in place of the 2nd row radio/HVAC controls.

Yes thats where its suppose to go. Its there in my 97, my 92 has an equalizer there.
