JJust drilling through

I am mounting a new seat rack and have come upon an issue. The front of the rack puts the mounting bolts right by the original mounting holes. At first, that was intentional. But as minor adjustments have been needed the holes are off set a bit. The question then becomes, what's the best way to drill through the original welded in bolt to increase the hole size. I am using 3/8 Grade 8 bolts but enlarging the hole to 1/2 inch to accommodate the needed adjustments. I have tried, even with a brand new bit. It wants to bind at every attempt.

Grind the cutting edge of the drill so it has a flat about 1/16" wide. What you want is to grind the hook from the angle of the flute helix off, so that you have a cutting edge that is parallel to the length of the drill. That will keep the drill from grabbing and pulling in. I hope that makes sense.
