wheel well questions

So I have the wheel well removed to repair broken bolts on the exhaust manifold.
There is a foam pad that was wadded up behind the fender, heat the door. Maybe for noise? How does this attach to the truck? is it needed? or have all of you just left them out?

I removed mine. They looked like they held moisture in and could cause things to corrode faster.
