Anyone have an idea how to repair this? Already replaced the turbo/wastegate solenoid. Checked all connections and wires. Solenoid has one wire with 14 volts and the other is what I assume the signal wire at 3.5 volts at the time we checked. Voltage stays the same no matter the rpm on the signal wire.

P132A is an electrical fault. I dont seem to find it in this document. I can see P132B but its not that.
My bluedriver scanner says most popular fix is to repair c140 connector but have had it apart and check voltages there too and is the same as at the solenoid.
I don't have my notes with me but your problem seems to be with the Turbo actuator circuit, not your waste gate, although this circuits are power by the same fuse. And also from the 2011 wiring diagram it doen't show the C140 connector? I don't know if the bluedriver scanner can pull all the fords codes.
Did you try Engineering mode? It might give you more information.
