I lived in Santiago, Chile for 7 years. They would have a rotating schedule of cars that could not go on the roads during the summer (peak smog time). Every week day, a different letter in your license plate could not be driven. That law applied to priuses as well as 80's model dump trucks and everything in between. I think it worked pretty well honestly.. Sucked when your number was called, but the public transportation was sufficient to get you to where you were going.
I think the "Cash for Clunkers" was the governments approach to rid the U.S. from some of the junkers. There were some stories about some old folks taking in some real nice old cars and trucks and getting them crushed. Sad.
Actually, air pollution is a very serious issue in some cities around the world. And something needs to be done in those cities to reduce it. I know one of my Brother-in-Laws went to China a few years ago. He said that the country was beautiful, but in some of the cities, the pollution was so bad they had to wear masks. Not kidding about that.

Im going to get a lot of s*** for saying this, but the auto makers in france were probably pushing it through so people have to buy new cars. I couldnt agree more that pollution is a BIG problem, but we need engineers and mechanics to come up with solutions, not politicians.
