I had 20" wheels on my 03' F 350 i went back to stock 16". Now when the speedo says I'm doing 55mph, i can pass one of those flashing mph unit in a constuction zone and it says I'm doing 43-45mph. I passed 4 of them on the way home and they all read about the same. So supposedly I'm 10-12mph under what the truck says I'm doing. Is there a way to make it relearn?
No, it doesn't learn anything about that. You have to reprogram it. It takes the right scan tool to be able to set it to the proper value. A dealer of a very good independent shop can do it for you.
Wheel size doesn't mean anything, the tire size it what matters.
I agree with ^^^. I used an SCT 3015 and a GPS speedometer on my iPhone, turns out using the revs per mile from the manufacturers for my last two sets of tires was close enough to correct I didn't readjust from the book number. Up to 295/70R18 then down to 265/70R17.
You must have changed your tire size quite a bit. Wheel size, as said, doesn't mean anything. I would check it with a gps to see where you are really at.
