Fog lights constantly on

I have an 04 Lariat that I bought used. I noticed that whenever my lights are on (high beams, low beams, and running light position) my fog lights are on too, even when my **** is not pulled out into fog light position. When I pull it out as if to turn them on, I notice they get a fraction brighter. Does anybody know what causes this? Could someone have modified it?

My switch has a noticeable detent in the outward motion. I can feel it click when I move it in and out. It might be worthwhile to check voltage when in both positions. It may well be the switch however it wouldn't surprise me if someone tried a workaround to have those act as DRL's. My money is on the switch.
