Put a socket wrench on the end of the crank and give it a turn just to verify the engine isn't stuck.
Once past that then remove and clean all cable connections on both ends from battery to block, battery to relay, relay to starter.
If it still wont turn over then it's time to pull the starter and check it/have it checked.
