Why hide the switch?

Well, first off this is a 2001 Excursion and it did not come with the factory fog lights which means no pull out headlight switch.
Hold on, I'm not trying to derail things but my 2001 definitely has the pull out headlight switch, I don't use it much but its definitely there. why would you think that a 2001 didn't come with a switch?

Poor choice of words on my part. The 2001 Excursion that I bought did not include fog lights. I had an '04 F250 that had OE fog lights and the pull out switch. One of the first things I did after buying the '01 and seeing the lights in the bumper was to pull on the headlight switch. When it didn't pull, I looked closer and notices that it didn't have the markings either.
