Question 3: If I were to leave the FSV in the fuel circuit(maintain reservoir) and install two electric fuel solenoids on the fuel tank return lines to prevent the return fuel from going to the wrong tank? I could then remove the bypass valve? Would this fix my problem? Or is my understanding of the system logic flawed?

I think the O-ring you speak of is to keep the fuel from going down to valve area. In other words these O-rings is part of the sealing of the bottom chamber of the diaphragm.

Replacing the right size O-ring would be the thing to do.

If these O-ring get sticky they can stick on the shafs and cause the fuel to return to the wrong tank.

Might work but it would be a lost less work just to replace the FSV.
