I purchased a used 1999 Explorer from a (non-Ford) dealership recently. The dash has a theft light that blinks continuously when the ignition is turned in the on position. The "used" Explorer did not come with a programmable key. I called the Ford Motor Co. with the VIN and asked them if the Explorer had a manufacture equipped remote entry system. Ford Motor told me that yes, it is equipped with a Remote entry and to take it to my local Ford dealer for a replacement key. I went to my local Ford Service center and I was told by a technician that it did not have remote entry. She used a standard (nonprogrammable) key...turning the switch off/on repeatedly) In the meantime Ford Motor contacted my local dealer directly and instructed them to contact me. I had a phone message from a service technician instructing me to bring in the Explorer, that the only way to know for sure was to test it on a machine. So.. I have 3 different answers......Help!
Well doing some browsing through your owners manuals and the service manuals, unless there is a serious misprint it appears that perimeter alarm was not part of the Keyless entry system that year. So that would only leave the theft light to be used with the Passive Anti Theft system or PATS, which would require a coded Key. If your vehicle runs and drives without a coded key then the Keyless system would be using the theft light for indication of setting the alarm.
A rapid flashing with the key on with a PATS system would indicate an uncoded key is installed or a problem with the system itself, such as a bad transciever.

I have purchased several Fords over the last 20 years including a "showroom purchase" 1984 Turbo Thunderbird, several Ford trucks and.... I still have my 1989 Ford Bronco II, that I purchased new. With these purchases... I have had bad experiences with local Ford service centers releasing my vehicle without problems being corrected. I knew I could come here and get an answer.
