Cruise control not working

My 1989 F-250 2wd 7.5 the cruise won't come on. We have removed fuse #6 which is for speed control; shift-on-the-fly, cargo lamp (bronco). Because with that fuse in it causes problems with my LED tail lights. Fuse #1 is for stop/ hazard lamps; speed control. I have had problems with it blowing fuses on the brake light circuit to the point where we put in a circuit breaker, but since then we have found the short. I guess my question is could it have fried the cruise control module, or does it need that fuse?
