Rear Fender Light

I have a 2000 F-350 Dually. One of the rear fender lights is not working. Is there a way to check the bulb without pulling the inner liner to access it?

I just pull a few of the plastic clips on the outer edge and pull it back enough to get my hand in.

Thanks. I may have to remove my mudflap. I was hoping there was a way to remove it from the outside.

How is the easiest way to pull those clips without breaking them?

There is a door trim clip tool that works well however a wide, stiff putty knife works just stick it under the liner and twist gently on both sides of the clip. I have never broken one on my truck however after 45 years in the trade I have broken a few, most parts shops have generic replacements cheap.
