Unhappy Electrical System Overcharging

During acceleration my electrical system goes to full 18v charge on the voltmeter with the red warning light coming on. Once a constant cruising speed is reached, the electrical system settles back into the normal charging range. The problem seemed like a malfunctioning voltage regulator. A new one has been installed but the problem is still there. Any suggestions?

Electrical System Overcharging

Use a digital volt meter and check the voltage at the battery running around 2k rpm.
