Leaking hubs or tubing will affect the HVAC controls ONLY when you're trying to switch into or out of 4x4. At any other time, there's no vacuum applied to those components via the PVH solenoid so there's no opportunity for leakeage.
Your odds are better if you investigate the PVH solenoid itself as well as the rest of the vacuum supply system BEFORE the PVH solenoid for leaks.

Yep-I had to replace my vacuum actuator as well....on both of the ones I had. The AC defaults to the factory start mode which is the defroster. There is a youtube video on the subject of this Ford ESOF problem. Easy fix.
