Two reasons that come to mind

1) The shop is not terribly busy and wants to stick a fat hog in the ****
2) They will tell the customer they did and won't

I agree no need to pull cab for HPOP unless branch tube is cracked, but then maybe it didn't need a HPOP and they are covering their a**.
