Sure does. Clean, rebuild, replace center section or replace entire turbo. Disassembly will tell all. Three times on my 05 the turbo had to be replaced.
I plan on removing the turbo and/or cleaning it. I found a Ford MasterTech that will remove and clean the turbo for $300. Once the turbo is removed, it's easier to remove and replace other failure points like the EGR and oil coolers on the 6.0.
Engine EOT and ECT are in spec but the spread is high enough to concern me (12 degrees).
I have the E350 Super Duty van. It's hard to get at anything in the engine compartment. Once the turbo is removed, I may decide to do more since I am already "in there".

12 is within spec, yes, but only a matter of time before a new cooler and like you stated the turbo is out so you are that much further ahead already. You could install a coolant filter I suppose to buy some more time.
Are the EOT and ECT about the same after a cold soak?
