brake light

On my 72 f100 my brake light does not come on like it's supposed to. I checked the light socket with a volt meter. It gets power when the key is on and does not get power when the engine starts. I guess that means it is working properly, but just not showing it. I tried changing the bulb but that didn't work. At least I know it's getting power to it though. I tried getting a better ground by touching the black wire from the socket to a ground and it lights up, however I can't get it to light up at all when the socket is installed in the dash. What should I do? Any help will be appreciated. Thanks.

Thanks for the response. In my owners manual, it says that the light should come on when the key is in the run position before you start the engine. It says the light should go out when the engine starts. I figured that was how you know if the light was even working.
