Brake Fluid 4% hydrated !!

Brake Fluid 4% hydrated !!
So i took the van in for its 3,000 mile service (lube oil filter) and was told the brake fluid was 4% hydrated and should be flushed..
4% is pretty wet and i bet the fluid in the calipers is boiling when i get on the brakes hard, not good..
I live in the PNW so i should probably use DOT 3 because it absorbs moisture the slowest ??
