To answer your question about tongue weight, a tag trailer will usually put about 10% of the trailer gross weight on the tongue. A gooseneck or 5th wheel will usually have 20-25% hitch weight. The hitch weight is part of the gross load of the truck.
If your considering pulling a 10,000# trailer, I would recommend a late '80's, early 90's F350 with an EFI 460 engine. Better yet, a medium sized dumptruck.
If you are just going to run a B21 Kubota, a half ton will work. If you are going to one of the bigger tractors, get something bigger. Now as far as money goes, I respect what you're sayin'. Now, my F350 is a little overkill for what I do, but it does a great job of doing it. And F350's don't cost that much. Look at my truck, I bought it for $2400.

A 2,000 lb. trailor w/brakes would be more then enough to haul it ($2,000.00 used)
Pulled by the F250 i want w/dump stock body and manual trans.($3,300.00 obo)
surge or electric brakes for the trailor ?

Your local Ford dealer should have an Official Ford Towing Guide. It specifies which Ford products that can tow and how much they can tow. I've seen it at my local dealer and it does have some good info'. Good luck!

A Case 580 wieghs too much. approx 18,000lbs

I would go for diesel power. As you can see in my sig, gas power isn't all too economical. Most utility trailers like what you are looking at are goosenecks. Goosenecks and 5th wheels are very similar. A gooseneck uses a 2 5/16 ball mounted in the bed instead of a 5 'er mount. 1990 Ford trucks were not equipped with Power Stroke diesels. Fords have run 3 7.3L diesels. There is the International 7.3L diesel, the 7.3L turbo diesel, and the Power Stroke 7.3L turbo diesel. Either of the 1990 Fords sounds good to me. The '83 I would pass on because its a gasser and its got rust.
