Is your block heater working?

How long has it been sitting?

What kind of shape are the batteries in?

With it being -4 (is that Fahrenheit?), was the fuel treated?

What kind of oil is in it? How old?

All of these things can affect cold starting.

-4 Celsius shouldn't be an issue. I've replaced the plug on every 7.3 block heater I've owned! I just get a new plug from the hardware store. They corrode at the plug and eventually loose connection. I would suspect your Glow Plug Relay may not be working, or not working as well as it should. What I like to do when starting in cold weather is let the GP's warm up about another 10 or 20 seconds after the WTS light goes out. Might want to try that and see if that helps. Which brings another question to mind, how long does the WTS light stay on when you first turn the key?

10 seconds sounds like a short time to me, especially if it's the first time starting it when it's that cold out. The GP's will continue to burn for up to about 2 minutes after the WTS light goes out.

Yeah, nothing smells or smokes like a 7.3 on a cold morning!
