Assuming you're talking about the same general years cutaway front bars would swap out easily enough. Beginning model year 2008 Ford revised the stock front sway bar mounting & attachments but I don't think that affects Hellwig's designs---they were already ahead of Ford in this area.
I use both front and rear Hellwig bars----absolutely love them!
It shouldn't matter which one you use for the cargo-only van---I'm saying IF the cutaway was of the E450 or above chassis Hellwig may identify them as such.
Keep in mind the Hellwig front bars for both the E250 and E350 are the same, I believe that to be true for the rear too. I know they say E450 rear bars won't work on the E250/E350's but that's due the axle mounting rather than frame width.
If in doubt call Hellwig's customer service---they're great to deal with.
