There are flimsy reasons, but the main reason and the sad fact, is that our politicians WANT us to pay more. When your elected representatives want to stick it to you, and the oil companies are more that happy to oblige, we're lucky prices aren't even higher. "Representative" is an oxymoron in CA politics.
A lot of it is because of what's known as all the different 7 or 8 "boutique blends" that are required in California. That, and limited refinery capacity. You want low prices, look at Oklahoma. Regulations are a big part of the cost too, everyone loves to hate Ethanol (I avoid it) but forget the fact there isn't really a practical alternative for the oxygenate part anyway. MTBE used to be the oxygenate till it was found to be polluting groundwater. Then there's taxes. State, local, and federal. The uninformed think the gas stations are making a mint and curse them when they raise the price. The truth is they make more money on chips and soda.
