Help wrap up Engine swap issues before and after
History
I have a 99.5 7.3 F450 that was missing n blowby bad after a 40 mi hard hi way run (LOW gears for 80 mph) 120k ran perfect n then didn't. Saw that the dipstick O ring failed and was quarts low. Had just dumped a bunch of $ on the tranny that wouldn't hit OD 2 mo after I got it. Was super busy at the time, already had a bucket truck down I was rebuilding & needed the truck up n running asap so had some guys start to work on it. I was thinking injector or head or gasket at the worst. So I stop at there shop after a long day n they got engine out n one head off n 2 pistons pulled WTF!!!!!! They tell me 2 cyl low compression tested " how low" "We tested with finger in the hole" I Dont think so can still see crosshatching and everything looked perfect to me (Not my first day but no pro either ) Loaded whole mess up (parts all in a pile no organisation at all) on my deckover n dragged it home. Measured and measured bore for out of round looks Perfect. Very little damage to 1 bearing looked like some contamination but miniscule and the rest looked perfect So now I got a engine I didn't take apart scattered all over the place. Now these guys have done a few things in the past for me n I was very pleased But not this time. Sat for a YR

I picked up a 97 E350 with 85k on it CHEAP from a friends dad (retired cabinet guy/truck) and planned on using for work but hated it Too tall, hitch I put on hung way too far off the rear axle Bla Bla Bla but ran mint after sitting a few years fresh fuel Batts n starter

So F the box truck Ill take this babied 7.3 n drop it in my 450 in a day r 2 myself. Well 4 days later after meticulously inspecting, cleaning & changing everything 450 stuff onto the 97 E350 long block & replacing as needed except the water pump was brand new got her in n started but have not put IC, Rad, front clip on for access
Problem 1
The E350 box had always started hard, you could crank it till the batt died n NO start. Cycle the key a few times without cranking NO start. Crank 2 r 3 times Stop crank 2 more and START UP every time. I hear a little hissing coming from the fuel bowl area when I turn it off now. Is there a check valve thats losing prime??? Im in S FL so I dont think its a glow plug thing
Problem 2
The truck idles perfect and sounds great But No throttle responce does nothing but idle Checked all the fuses and did find 2 blown but still nodda even after changing APS/TPS Nodda. All the wiring looks perfect throughout the truck and is a clean truck in general and was always dry.
Question 3
Does the intercooler and radiator need to be hooked up in order for the APS/TPS to work?? is no water & IC putting it in a limp mode thats causing that not to work

Anyone have anything good or bad to say about the bluetooth Torque?FORSan scanner and software gonna have to step up my game with so many PSDs in the herd is there any that can add performance tunes for towing

Check engine light is on but dont have access to a good scanner at the moment hopefully my friend will be home next week with his snap on.
HELP PLEASE I need to get this thing making money again n go shoot those guys that tore up a motor with what I think was a injector problem Ill know for sure after I have them all tested
