Need some info....
Year
Engine(6.0 we are assuming?)
Miles....recent work or history
Do you have a way to monitor data live? Like a Scangauge or TorquePro, etc?
Take the upper fuel filter out, take a turkey baster and suck the fuel out. Have a peep turn the key....should fill up really fast, as in he/she turns the key and you are already about ready to yell "shut it off"
You might need to change filters again(BOTH), while your at it check the water drain on the HFCM down below.
When you say "tank filters" I hope you are referring to the actual fuel filters.
