Regarding cooling system temperature, if its on the O that's absolutely fine. Has nothing to do with coolant but more so your thermostat, Mine runs below the N in the winter unloaded. Back when it ran at R or in the middle it would get waaaay too hot when pulling heavy loads in the summer. Standard Ford OE thermostat is 192 degree, they make a 203 degree, but I actually run the terminator thermostat to keep it cool.
On a side not from what you said 22 qts was your cpapacity with the brass style system. Both setups cool just fine.
Ok well all I can guess is the block wasn't fully drained. If there is that much air in the system the first time you got it to temp it would have spewed all over. I wouldn't worry about it.
