Can't speak for other years for sure, but the '56 horns draw between 9.2 and 9.6 amps. I would bet the numbers are almost the same for most 195x trucks. I just happen to be tuning my horns tonight so I got the book out a couple of days ago.
The 78xx (and 79xx) regulators in a TO-220 case will smoke pretty quick with that much current (9.4 Amps) through them. I've used them intermittently on a good heat sink at about 3 Amps, but they didn't last too long overloaded at twice their absolute maximum rating of 1.5 Amps.
