It is to supply exhaust gasses to a special EGR carb spacer plate which supplied those exhaust gasses to the EGR valve that was bolted to the same special EGR carb spacer. As of now if you were to start the engine exhaust would come out of that hole. If you use that factory intake rather than an aftermarket one, you would have to fab up a plate to sandwich in between the intake and carb that would cover up that hole.
I can't help you there. I had both a fabbed plate and a used factory EGR spacer. Sent both to a fellow member here with the understanding he would send back to me which ever one he didn't use. He never sent anything back to me. I won't mention names here (351WRanger).
Unless you switch to a aftermarket intake manifold you wil need to rig something to block it off. Personally I would opt for a aftermarket aluminum intake and take that boat anchor stock one off. I been finding some nice aluminum ones for under $100 on different forums and Craigslist lately as I been tinkering with a 351w that's going in a 69 4x4. I would personally make a plate to cover the hole and use your spacer plate as a template. Jb weld Will do but for how long?

2X on the aluminum aftermarket intake. Only I suggest using a carb gasket listed for the vehicle that intake came out of for a template. That's what I had done years ago when I had a welder/blacksmith buddy of mine make me the block off plate I mentioned earlier. I gave him the carb gasket so he knew the outer dimensions and where the center and bolt down holes were.
^agreed Jeff a gasket would be a better template to go off of. And your right on the jb weld. To get that stuff to stick to anything remotely you need it spotless. Any light film of oil or soot and it won't hold on anything. Use rubbing alcohol to clean the surface before aplying the JB. Just remember you will need to remove that intake spacer one day.
