So my 95 7.3 with 131k needs some attention. Hpop is weak, up pipes are leaking, turbo comp wheel is chewed and im sure my injectors o rings are worn. I have very little money to throw at it. I'm looking at an e350 with an e99 7.3 that im thinking about buying as a donor. Hoping to use the turbo/pedestal, injectors (I know I'll need a tune) and hpop? Worth it or should I hold out for a 99.5+ as I want the ease of turbo removal offered by the SD 7.3

Why not just rebuild your existing turbo? If you remove your up- pipes they might be reusable just get some new donuts and have them expand the pipes from where the donuts will lay. As for injectors it would be easier to send one at a time to Jim at Rosewood diesel for a stock rebuild.
