Intermittently on startup the radio and windows do not work, also including the hvac. I have searched this and see that most people suggest replacing one of the modules under the dash, but I do not know how to do this, or how to test it.
I can sometimes get the windows and radio to come back on while rolling the interior light dimmer switch on and off. The straw that broke the camels back was on black Friday. I went to go play a game of football, and had the windows down driving to the field. I get to the parking lot and hit a big pot hole, and jarred something where the windows all the sudden would not work anymore. To make matters worse, it started raining out.
The way I fixed it in that moment was to cycle the truck on and off, hoping something would reset, and sure enough, after 3 on/off cycles, the windows and radio started working again.
I think the 2003 models do not have a GEM module...but I could be wrong. I had a similar problem, just a little different. My cluster panel also did not work. I replaced it and then had the same problem 2 days later. Turned out one of the running board lights was shorted out and was blowing a fuse which also took out the cluster, windows, radio, and interior lights.
I have a 2003 and have this problem too. With a lot of research it seems to be a relay buried in the actual instrument/guage cluster. My remedy is to slam the door or if while driving, a swift hit to the top of the dash above the guage cluster. There is a company out there that will fix the cluster for you for a couple hundred $$, but I have not caved in yet. A very annoying problem at best.
It almost sounds like you have a bad ground or your junction box is geting wet. Does your windshield leak??
Where is the junction box? I have not seen any leaks on the floor, however now that you mention It, I checked the top of the windshield and I found a lot of silicone on the gasket.

Drivers side, above the parking brake.....directly under your windshield leak.
