It did get your post a bunch of views... The best suggestion I would have is to search boneyards in salt-free states. Looking online (Rock Auto, JC Whitney), it does not look like there are any new ones available for anything before 1992.
The only other alternative might be finding a later bumper and doing some measurements to see how different the mounting points are.
You could possibly modify either a post-91 van bumper or a pickup bumper via welding on new brackets and/or redrilling mounting holes. But if you are using the bumper to pull a trailer, you would have to make sure it ended up strong enough to take the tongue and pull weight. I remember buying a generic brand step bumper for an '86 GMC van but that was when it was only a few years ago. Wonder if there are any of these hiding in someone's warehouse...maybe check EBay?

No I looked today and did not see your birthday on your profile.. You do have a pic of a receipt in your picture album that has someones phone number on it, your tag number, and truck vin number.. With just a couple more easy to find pieces of information someone could access your FL DMV license files..

I just did a quick search and found a bumper, but it's not a step bumper.
But the note at the bottom of the page says the price is good as of 2006!
You might want to try an online parts search.
Take some advice - create a throwaway email address first. Or use spamgourmet. It's a great way to protect yourself from spammers. Once you've established a relationship with an online vendor, and you decide you can trust them, you can give them your real email address.
Another thought is to try some service body installers in your area. They might have a take-off available, or know where you can find one.
As for hiding personal information online, and why you should or should not, two words:
Seat belts.

I just want to echo Wireless Engineer's suggestion to do an online search. The OP probably has already done some of this, but he needs to intensify it.
While looking for a chrome front bumper for my 92 I came across many, many rear painted bumpers, some of them step bumpers. Unfortunately I don't recall what years they were.
One thing to try is to run a "Wanted" ad on your local Craigslist in the auto/truck category. EBay is another source.
And of course your local Pick-n-pull might have one, or then there's always Rock Auto.
Ad they sell a universal bumper for a f150 with mounting brackets sold separately..
Maybe if there is a salvage yard near by or you have a chance, measure the length of your bumper and a truck bumper.. seems like the width might be the concern..

This is a info on a front bumper filler on ebay and says it fits 79- 91 e150-e450. I checked Amazon and Amazon shows the same fitment..

Here is a standard rear chrome bumper that says the fitment is
here iis another difference in a f series and e series bumper. The bumper of the F series fits up under the tail gate and has a cut-out on each end just under the tail lights..
While the E series bumper appears to be flat or flush across.
So if you can find the right length and could live with the gap at the ends???
