Stupid question about engine accessory bracket hardware

Are flat washers or lock washers preferred under the bolt heads?

Flange head bolts would be the best, since that's what was mostly used on the brackets.

This example has a serrated head. You don't have to have serrated flange bolts but, you get the idea of what I'm trying to show.
