I just acquired a 2008 F-250, 6.4, Off Road 4x4 and am getting 13 MPG. Will a programmer alone improve the mileage or do I have to get EGR and DPF deletes and programer? Money is tight so, the most economical route will be the best choice.
my 2012 F 250 with trailer is 15,000,, minus trailer at 8,300.... 6,700 for my truck.

I can see that. The diesel engine adds about 500 lbs, and mine was a crew cab. What does your payload sticker say? Subtract payload from GVWR and you have the weight as it left the factory.
The more you stay out of the turbo (throttle), the better your mileage will be. If you drive it like a teenager, there's nothing you can do to raise the mileage.
Big tires will effect fuel millage. Bad alignment will do the same. Under inflated tires will do it too. A tune up may be in order. Change the oil to synthetic might help. Not much but it's better than the conventional oil. Better for the engine.
