No Fuel 87 F150 4.9l EFI

OK all, my project for this weekend is to get the truck running. It turns over fine and has plenty of spark, but I have no fuel coming in. The truck ran fine before I tore it down and rebuilt it, so the pumps "were" good...but it has been a year. I looked at the frame "high pressure" pump, and it looks fine, although the negative post is heavily gunked up (white crud like you usually see on a battery) I am going to clean that this weekend. I have replaced the EEC Receptacle because that was missing when I got the truck, (it just had the wires stuck on the connectors) I plan to put a new Fuel pump relay socket as well since some of my wires on that one just fall out. When I connect the battery I immedaitley hear a click not sure which relay it is, I need to check this weekend as well...Correct me if I am wrong, but I should not hear a click until I turn the key? I also want to ensure I did not cross the fuel lines when I reinstalled them. (Fuel supply vs Fuel return) Right now when I turn the key to the "RUN" position and go under the truck with a test light I am not getting any electric..... (nor do I hear the Pump energize) Any ideas? I am thinking either a wire in the relay came loose, or maybe a wire is cross connected. (Which may explain the click on battery connection). Any ideas would be greatly appreciated.
