help with scooter tire?

help with scooter tire?
Bought a ezip e400 scooter at a yard sale for a good price($3). The front tire is off the bead. I looked everywhere for a valve stem to put air in the tire. There isn't one? Do I have to buy a new tire that is aired up already or what? never seen this before.

I know NOTHING about that scooter, so, I did a search.
It LOOKS like the tires are tube type. The schrader valve (on the tube) may have been pushed inside of the wheel.
