What Willowbilly said. If you're like me you get excited about something, but even though it's taken me many years, I try to filter all the info now. Looks like an 8000.00 truck at best. 6000.00 closer to the mark....
Those are sketchy pictures. But if I owned the Ford, I wouldn't let it go for that amount.
Of the two choices I would say, make an offer first, but buy it.
If you are interested in it for resale or plan to restore it and sell, forget it.
I sold one on ebay a couple years ago, not that nice but very complete and very straight with good title and it brought $3800. The not running part is the stickler. Not knowing, you have to assume the worst and building a flatty can get expensive plus other things it could need. For 12 you should be able to drive it home, anywhere.
The value of these vehicles is very much dependent on what part of the country you are in. If it is all original and in good running condition with no rust it would likely sell for $10k in my area (Colorado). This one appears to be in very good condition, although the pics are somewhat fuzzy. I agree with making an offer, but remember, it's only worth what YOU are willing to pay for it if you plan to keep it.
Personally I would pass. The motor is a crap shoot (odds are he has already diagnosed the issue and decided to sell) and unless he did a good job on the paint it will need to be re-done. I agree with the 8k price point.
