Use a hooked pick to pull the tab away from the post. Then squarely walk the wiper base off the post. There is a tool made for doing so and it's only a few bucks... worth it given the typical amount of frustration.
I fought my wiper arms something terrible until I picked up this tool. Wiper arms came off in about 5 seconds, no kidding that easy and for $6 why not have one.
