power steering question

power steering question
I have a 95' 250 with the 351w and my question is when the front tires are off the ground and I turn the wheels or if I turn the steering wheel the fluid pushes out the pump. I can under stand if I just turn the tires but why the steering wheel? Thanks for the help Gents.
