steering wheel issues

steering wheel issues
few days ago i took my steering wheel off and turn signal out, when i put the steering wheel back on it sparks with the steering lock pin. any suggestions?

lol the horn hasnt worked since i had it.it was a gift to me, but the previous owner that had it tried to wire up air horns and all those wire are cut 
. i think maybe the tabs that run through the wheel have to be bent back or somthing?

The sparking sounds like the horn circuit. It grounds through the column, and if it has a relay somewhere in the circuit or even just the horn, there will be a kickback from the coil in the relay or the horn, making a spark. Pull the fuse for the horn and see if it quits sparking. It's going to probably run the battery down if you just ignore it.
