Do all FEs share the same bellhousing pattern? I've looked through the FE forum here and have only found one thread that says they do. I was hoping to get a little more input and some concrete answers.
I am specifically wondering about interchangability between 360s and 428s.
Yes, the FE series engines all have the same bell pattern. They share that pattern with all of the FTs as well. So if you have a pickup that you taking a 360 out of, and putting a 428 into, the bellhousing will not be a problem. DF
Don't try to judge fords by big or small block. THe 390 and 460 are both big blocks but share almost nothing. You need to look for "FE" specific valve covers. There are many Major and off brands out there.

Just make sure you have a 428 flywheel and don't use the one from the 360.
I've had my fair share of weirdnesses with flywheels just between a 360 and a 390. To this day, I swear my original 360 had a 428 or FT flywheel on it which it shouldn't, because it is internally balanced. A 428 is externally balanced and needs a counterweight cast into it. My 360 had a weight on the flywheel, which it shouldn't. Anyway, make sure you have a 428 flywheel.
