Question Bad PCM cause code reader to not work?

My neighbors f150 5.0L 4x4 will run great and we can do KOEO & KOER tests and get the 111 code but, when the truck starts to intermittently lose power and then regain it, the code reader will not do the test again until we disconnect the battery to reset the computer. Does this sound like a PCM issue? Thank you.

Odd failure mode but it looks like a failing PCM to me.

Thank you. I have never seen or heard of this kind of action but, we have been fighting it for a couple weeks and it does seem to be getting worse.
