Cool Help!!! 1993 5.0 issues

I have a 1993 Ford F150 with the 5.0 automatic 4x4. I have recently come across the issue that when i turn the key on the fuel pump will not shut off (either tank) and it won't start. If I spray a little carb cleaner or ether in the intake it will start but the check engine light will stay on anywhere from 5 to 40 min no matter if I'm driving or just idling. When its running with the check engine light on the transmission won't shift properly ( it will start off in 3rd when i put it in drive, so i have to shift it manually and the overdrive off button won't work) After driving or idling until the check engine light goes off i can shut it off and restart it all day long until i park it for the night, then the next morning it will start all over from the beginning. I have tried reading the engine codes and the the CE light on the computer scanner will act like it can't connect to the ECM. But once the CE light goes off the scanner will connect and all tests will pass. I have tried 4 different ECMs (the original, 2 new remans and 1 used) and all the same problem. When it is running with the CE light on it is running VERY rich. Please help!! Ive tried everything
