didn't all the E40D's have 1-2-(D) (for 3rd press od cancel)? i'm not familiar enough with the 8th gens or aod's.
I have an E4OD and mine is D 2 1 so it has the AOD or EOD.
I agree with TJC Transport and Diesel Brad. Those welds are not welds. They look like what we did the first time we tried welding in high school. If you are still interested in the truck try to see those areas from the other side of the frame. You may be able to see if they are covering up rust, cracks or what have you.
I would be very cautious on what else may have been butchered on the truck.
I would run, not walk away, who knows what else is hiding in that truck. The bottom of the cab looks none too pretty as well.
I would rather deal with a frame that needed repair rather than one that had has been botched badly.
That's the worst "welding" I've ever seen, even worse than what I found on my truck. I'm no professional welder and don't claim to be, but I bet I could make better welds with a solar powered battery charger and some 7018 rod that was found sitting at the bottom of an ocean. Sheesh. I'm surprised that plate didn't fall off by gravity alone!
Oh yeah that's an AOD, which doesn't have a manual second gear position.

that was a 110 volt mig welder with no shielding gas. you can tell by all the wire sticking to the "welds"
Yeah I saw that. Seriously thought there was a twig laying on the frame at first. My comment about stick welding with a battery charger and wet electrodes was just me being sarcastic. I've forgotten to turn the gas on before when MIG welding and it STILL didn't look as bad as that! Of course I stopped after the first 1/4" or so and realized my problem. This guy either just didn't give a rip or he really does just suck so much he thought that was an okay weld.

I would not be surprised if you could pull that plate apart at the weld with a good set of channel locks. Seriously. And it appears to be supporting a major suspension component (leaf spring shackles). Add the fact that there appears to be wood blocks holding up the bed, and I would look for something else, unless you intend to spend a lot of time fixing up someone's hack. No way would I drive that on any public road. Also, hard to tell from the pics, but there appears to be two different size bolts in place of the factory rivets, and they appear to be held on by two different size nuts. I don't see any washers, and they do not appear to be grade 8 hardware (maybe they are and it's just painted over, I can't say for sure). All of this screams hack job. And it'll probably get worse the deeper you get into the truck...
No surface prep, no penetration, there's not even a complete bead around the bracket, it's just a bunch of clumps with gaps in between that will hold moisture and cause it to rust from the inside out. Not fully welded on the back side, and the slag wire still there indicates someone didn't quite know what they were doing, or they didn't care.
My next big concern is that after you walk away, and the next guy doesn't...
