Looking for reasons why my brake pedal doesn't return all the way up after pressing it down. I have to pull it up with my foot. The brakes seem to be fine other than that.

If it is like my 77 I had the same problem after it sat for the winter, there was a bell crank type linkage between the brake booster and the pedal which had rusted up a bit. I just sprayed it with lube and worked it for a bit and it started working just like it should. I thought I would need to take it apart but it wasn't that bad..
Occasionally the brake lights would stay on after the truck was shut off unless I pulled up on the pedal a tad. I had a very minor leak in the M/C so I changed it, and as soon as I did both issues went away.
I had the linkage problem and just lubed it under the hood. I think that weather strip that seals the hood and cowl helps with keeping water off it. Most of the trucks have this missing, even the so called no expense spared restorations. You can use one from a mid 70's to 90 Econoline if you move a few clips and add some holes in the right spots.
Same here...had same problem with brake lights even staying on sometimes. It was the linkage behind the booster. I removed, disassembled, cleaned, greased, reinstalled.
