Wiring issues

I have 2003 Explorer 4x4 I have relay a clicking under my dash and because this relay is clicking all my guages dont work , my radio doesn't work, interior lights flashing and exterior side mirror lights flashing as well and windows will not go down what is my issues (also I have replaced the relay and yet it continued)

It's the battery saver relay but I changed still no difference and none of the fuses blew

Here's a diagram of what that relay does.

Looks like it just controls the interior lights.

Check battery voltage and connections at battery. Low voltage will cause relays to chatter and obviously other things not to work.
